On October 31, nine departments, including the State Administration of Market Regulation, jointly issued the "Implementation Plan for Establishing a Sound Carbon Dumping and Carbon Neutral Standard Measurement System", in which hydrogen energy is stated as follows

Sound technical standards for non-fossil energy. Focus on the whole industrial chain of wind power and photovoltaic power generation, carry out the design, manufacture, maintenance and post-waste recycling of key equipment and systems and other standards. Establish a hydrogen energy standard system covering all aspects of production, storage, transmission and use, accelerate the improvement of the standard system for ocean energy, geothermal energy, nuclear energy, biomass energy and hydroelectric power generation, and promote the development of standards for multi-energy complementarity and comprehensive energy services.

Hydrogen energy:Carry out the development and revision of basic general standards such as hydrogen fuel quality and hydrogen energy testing and evaluation. Develop hydrogen safety standards such as hydrogen energy risk evaluation, hydrogen sealing and pro-hydrogen materials. Promote the development of green hydrogen preparation standards such as renewable energy water electrolysis hydrogen production; carry out the development of hydrogen storage standards such as high-pressure gaseous hydrogen storage and solid hydrogen storage systems and liquid hydrogen storage containers; promote the development of hydrogen transportation standards such as pipeline hydrogen transmission (hydrogen blending) and medium and long distance hydrogen transportation technology and equipment; improve hydrogen refilling standards such as hydrogen refilling machines, refilling protocols, hydrogen valves for hydrogen refilling stations and hydrogen compressors; and develop relevant standard samples.

Policy] Shenzhen: Support hydrogen energy demonstration applications Support R&D of key technologies such as electrolytic water hydrogen production and biomass hydrogen production

On 28 October, Shenzhen Development and Reform Commission issued "Shenzhen Measures on Promoting High-Quality Development of Green and Low-Carbon Industries (Draft for Comments)", which focuses on supporting renewable energy, nuclear energy, hydrogen energy, safe energy storage, smart energy, energy internet and other clean energy fields.

Support demonstration applications of hydrogen energy. Demonstration projects for the application of distributed hydrogen power generation and backup power supply will be supported at 30% of the actual investment in the project, up to a maximum of RMB 10 million. For hydrogen refuelling stations with a daily hydrogen refuelling capacity of 500 kg or more built and put into use during the 14th Five-Year Plan period, a 1:1 construction subsidy will be provided according to the provincial award standard.

Hydrogen energy field. Encourage the development of basic research and frontier technologies around seawater hydrogen production, hydrogen pipeline transportation and other technologies. Encourage technological research on core materials and components such as proton exchange membrane fuel cell catalysts, gas diffusion layers, proton exchange membranes, bipolar plates, and solid oxide fuel cell cathodes, anodes, sealing materials and connectors.

【Policy】5,000 hydrogen vehicles! 50 hydrogen refuelling stations! Zhejiang Province to speed up the development of new energy vehicle industry action plan for comments

On October 28th, Zhejiang Province accelerated the action plan for the development of new energy vehicle industry (draft for comments), in which hydrogen energy is pointed out: actively develop new energy heavy trucks powered by electricity exchange, hydrogen energy and methanol.

Accelerate the construction of provincial-level hydrogen fuel cell vehicle demonstration zones (points) and create a number of hydrogen vehicle bases with special features. In Wenzhou, Huzhou, Shaoxing, Taizhou and Quzhou, enhance the industrial carrying capacity and build power cell characteristic bases. Support Taizhou and Jinhua in building special bases for new energy vehicles.

Improve the level of interconnection of infrastructure such as charging and switching, hydrogen refilling and smart roads in the Yangtze River Delta, and jointly build cross-regional hydrogen fuel cell vehicle demonstration lines.

Promote the construction of the province's hydrogen refuelling network system in a rational, safe and efficient layout in an orderly manner. By 2025, a total of more than 80,000 charging piles in the public sector, more than 350,000 charging piles for own use and 50 hydrogen refuelling stations will be built.

Promote the construction of two "hydrogen corridors" around Hangzhou Bay and Yi Yong Zhou, build a number of demonstration application parks, and promote the application of 5,000 hydrogen fuel cell vehicles in public transport, ports and intercity logistics in the province by 2025.

On October 25, Singapore's Deputy Prime Minister and Minister for Finance Wong Choon Choy announced the launch of Singapore's National Hydrogen Energy Strategy (hereinafter referred to as the "Hydrogen Energy Strategy") at the Singapore International Energy Week 2022.

The Strategy proposes to develop hydrogen energy as a key decarbonisation pathway to support Singapore's international climate commitment to achieve net zero emissions by 2050. The Hydrogen Energy Strategy states that low-carbon hydrogen will be a key decarbonisation pathway to support Singapore's accelerated transition to net-zero emissions by 2050, while enhancing Singapore's energy security and resilience. Specifically, low-carbon hydrogen could play an important role in areas such as decarbonisation of the power sector, reduction of industrial emissions and sustainable production, and decarbonisation of the maritime and aviation industries.

On November 1, the Sichuan Provincial Department of Economics and Information issued the Guidance on Promoting the High-Quality Development of Hydrogen Energy and Fuel Cell Vehicle Industry in Sichuan Province (Draft for Comments).

Development target: By 2030, the development of the hydrogen energy and fuel cell vehicle industry will have taken shape. The innovation capacity of the industry will continue to improve, and the core technologies of hydrogen production, storage, transportation and processing and fuel cells will achieve independent breakthroughs and remain at the leading position in China and reach the international synchronization level. The industrial chain will be further optimized, and a number of core products of hydrogen energy and fuel cell vehicles with independent intellectual property rights and strong market competitiveness will be formed. We will cultivate 30 leading enterprises in China, covering the fields of hydrogen production, storage, transportation, refuelling and fuel cell vehicles, and form a more complete industrial development system integrating R&D and innovation, equipment manufacturing and operation and maintenance services, with a total industrial output value of RMB 100 billion. The application scenario will be further expanded, with the application scale of fuel cell vehicles reaching 8,000, the initial establishment of a supporting system for hydrogen energy infrastructure, and the completion of 80 hydrogen refuelling stations of various types; the demonstration fields of hydrogen energy will be further expanded, with the realization of demonstration applications in such fields as highland rail transportation, engineering machinery, combined heat and power supply, disaster preparedness power supply, unmanned aircraft and ships.
